The current route of the Second track was confirmed in 2005, when it was supported as the most appropriate by the professionals, all local communities and competent ministries. For it, the then government adopted the Decree on the National Location Plan. In 2014, amendments to the regulation were adopted, on the basis of which the route was finally placed in the space. The building permit was issued at the end of March 2016 and transferred to the company 2TDK in 2018, which prepared an investment program and signed a concession agreement with the state.
The Act on the Second Track entered into force in July 2018. The Regulation on Amendments and Supplements to the Regulation on the State Location Plan for the Second Track of the Divača-Koper railway line began fifteenth day after its publication, i.e. 9 November 2024. On 23 November 2024, an amendment to the Act on the Construction, Management and Management of the Second Track of the Divača-Koper Railway Line (ZIUGDT) entered into force, which enables the construction of a parallel track and for the company 2TDK to acquire investor status for the left track as well.
