CINEA audit confirms successful management of the second track project

A financial audit was conducted at 2TDK by the European Climate, Infrastructure and Environment Executive Agency (CINEA), which manages European funds under the Connecting Europe Facility (CEF). The final audit report indicates that the second track project is being managed well and in accordance with the highest standards of project management, as the auditor did not issue any recommendations for improving operations.

The audit focused on the costs claimed by 2TDK for the construction of Tunnels T1–T7 during the period 2018–2022, amounting to 79.6 million euros. Among other things, CINEA reviewed the public procurement procedures for the execution of major construction works on Sections 1 and 2, the eligibility of costs, the adequacy of internal controls, the accuracy of accounting records and supporting documents, etc. The audit found that the financial statements fairly present, in all material respects, the actual expenditures for the audited period and that the funds allocated by CINEA were used in accordance with the applicable contractual terms of the grant agreement.

The Second Track is one of the most closely monitored projects in Slovenia. In addition to regular monitoring by domestic institutions, the project is also closely supervised by European authorities, which ensure the proper use of European funds.

“We are pleased to have received recognition from yet another independent institution for the good work of 2TDK on the project. This is proof that we are implementing the project in accordance with the highest standards of project management—that is, in a transparent manner and in compliance with all legal frameworks,” emphasizes the management of 2TDK, adding that the effort and precision in managing the project are paying off and contributing to the trust of the public and European partners.
