2TDK's Response to False Claims Made by PSCN Members
2TDK rejects the claims made by the Project Council for Civil Oversight of the Construction of the Divača–Koper Second Track, which alleges that the project is not progressing optimally and that deadlines have been exceeded. Claims that certain decisions related to the Second Track project are being made in a non-transparent and uneconomical manner are also misleading.
The statements by Damir Josipovič claiming that an “astronomical payment was required for the preparation of the investment programme prepared by Deloitte,” and according to Emil Milan Pintar allegedly amounting to more than one million euros, are incorrect. The value paid by 2TDK to Deloitte for services rendered over a period of 27 months amounted to EUR 664,420 (excluding VAT). The preparation of the investment programme represented only a smaller part of Deloitte’s contractual scope. The company also prepared the project feasibility study, the project financial analysis, advised on securing financing sources, and assisted in negotiations with the European Commission for obtaining non-refundable funds. Claims that investment programmes usually cost between EUR 30,000 and EUR 50,000, while 2TDK allegedly paid more than one million euros for such services, are misleading and entirely false. 2TDK has repeatedly informed PSCN members about the financial costs and the work carried out by Deloitte for 2TDK, which is why the aforementioned statements by PSCN members are difficult for the company to understand.
The PSCN’s statements regarding the increase in project costs are also incorrect, as the Second Track project remains within the financial framework defined in the investment programme. Even the contractor’s EUR 350 million claim was rejected. 2TDK maintains strict oversight of the project, and additional payments have never been and will never be approved without appropriate justification.
The President of the Project Council, Jadran Bajec, stated that the section between Črni Kal and Koper should have been completed by June of last year. These statements are incorrect, as the contractors are carrying out the works in accordance with the agreed deadlines. Amendments to the contracts were concluded, extending the contractual deadlines due to unforeseen geological and geomechanical conditions encountered during tunnel excavation and related excavation works. 2TDK has repeatedly informed PSCN members about changes within the project timeline.
The PSCN’s claims regarding an “outdated type of power supply, namely direct current” are inaccurate and incorrect, as 2TDK is constructing the second track in accordance with the building permit, which specifies a 3kV direct current voltage system. Any change to the power supply system would need to be implemented across the entire Slovenian railway infrastructure.
Claims that information has been withheld from PSCN members are untrue, as 2TDK responds to PSCN inquiries on a monthly basis. PSCN members are regularly informed about project progress through monthly reports on project implementation dynamics, which include updates on tunnel construction progress (excavation works, invert construction, inner lining), the status of viaduct construction, and other facilities under construction. The company also provides financial implementation reports for both sections of the project in these monthly reports.
2TDK considers its cooperation with PSCN to be constructive and believes that their proposals and comments are well-founded. The company also considers regular meetings and sessions with PSCN members, as well as civil oversight of the project in general, to be important, which is why comments, requests, and proposals submitted by PSCN members are treated as a priority.
