Construction conference on challenges: there will be enough work, but workforce shortages are a concern

26. March 2026

At the 9th Construction Conference held in Portorož, industry experts noted that there will be no shortage of work in construction in the coming years, but the main question is how to effectively deliver projects.

The CEO of 2TDK, Matej Oset, participated in a panel discussion titled “Conversation with Managers of Large Construction Companies and Investors: Large Projects, Great Responsibility – Dialogue Between Investors and Contractors,” where he highlighted that the past year was extremely successful for the Second Track project. In 2025, realised investment costs on the Second Track project exceeded €250 million, marking the highest level in recent years.

Oset emphasised that one of the advantages of large infrastructure projects is that they are planned long-term and are therefore less sensitive to short-term fluctuations. However, the key challenge facing the entire construction sector is labour shortages. There is a lack of qualified professionals—from engineers to operational workers on site. The central question is no longer how to secure projects, but how to organise effectively to deliver them.

The panel brought together leading representatives of major Slovenian construction companies and investors, who discussed responsibility, risk allocation, and practical cooperation. The discussion showed that the success of future projects will depend primarily on efficient organisation, cooperation, and workforce stability.
