The Second Track as an example of European practice: a study visit to Slovenia by a delegation from Ukraine and Moldova

6. March 2026

The Second Track project, which is often highlighted as a best practice example by European institutions, is currently hosting a delegation of representatives from relevant ministries and various railway transport institutions from Ukraine and Moldova. They are in Slovenia on a study visit aimed at exchanging experience in the field of railway transport.

The main purpose of the visit was to learn about Slovenia’s experience in transposing and implementing the European Union legal framework in the railway sector. Aligning with EU rules governing rail transport represents a major challenge for every country. For this reason, Slovenia’s experience as an EU Member State that has already successfully completed this process is important for decision-makers from Ukraine and Moldova, which have begun a bilateral process of legislative screening.

The study visit, during which the delegation from Ukraine and Moldova met with numerous decision-makers and institutions in the railway transport sector, took place within the framework of the project “Cooperation of Georgia, the Republic of Moldova and Ukraine in the Transport Community”, which aims to support the gradual integration of Ukraine and Moldova into the Transport Community and strengthen their integration with EU transport markets and the enlargement process.

The delegation was presented with the Second Track project and also visited the Škofije tunnel (T8). Special emphasis was placed on safety solutions, slab track construction, and the implementation of modern railway systems.
