On June 18, 2025, 2TDK published a call for bids on the public procurement portal for the preparation of design and environmental documentation for the parallel left track of the second track, which will make the new railway line a double-track line. 2TDK received a bid in a timely manner and within the deadline specified in the public procurement notice, namely a joint bid from the bidders ELEA iC d.o.o. (lead partner), IRGO Consulting d.o.o., and SŽ - Projektivno podjetje Ljubljana d.d. (partners) in the amount of EUR 23,804,282.70 excluding VAT, or EUR 29,041,224.98 including VAT.
Upon reviewing the bid documentation, 2TDK determined that the bid is admissible and complete, meets all conditions for participation, and complies with the needs and requirements of the contracting authority as specified in the tender documentation.
The subject of the public procurement is the preparation of design and environmental documentation in two phases.
The first phase involves preparing the documentation required to obtain a building permit through an integrated procedure and preparing the construction design. In this phase, geological-geomechanical and hydrogeological surveys will be conducted; project documentation at the DGD and PZI levels will be prepared, including all preliminary materials necessary for the preparation of the environmental impact assessment. An environmental impact report will also be prepared, including a transboundary assessment and the preparation of project documentation in a virtual BIM environment.
The selected contractor will also be required to review, update, and harmonize the technical specifications for construction with the existing (right-hand track), which is currently under construction. They will also need to prepare all necessary phases of the project documentation to obtain a building permit and to implement the water supply infrastructure along the route of the parallel left track.
The second phase covers activities during the execution of the works. This includes design supervision throughout the entire construction period, any updates to the BIM model of the project documentation, the creation of a BIM model of the completed works with all associated documents, and the preparation of a unified protection and rescue plan.
