Public procurement for the preparation of documentation for the double-tracking of the second track

On 7 April 2025, 2TDK published a public procurement notice on the public procurement portal for the preparation of design and environmental documentation for the parallel left track of the Second Track, which will upgrade the new railway line into a double-track system. On 28 April 2025, 2TDK extended the deadline for submitting questions and bids.

The subject of the public procurement is the preparation of design and environmental documentation in two phases.

The first phase relates to documentation required for obtaining a building permit in an integrated permitting procedure and for preparing the execution design. This includes geological, geotechnical, and hydrogeological investigations; preparation of design documentation, including all preliminary studies required for the environmental impact assessment; preparation of an environmental impact report, including a cross-border assessment; and development of design documentation in a virtual BIM environment.

The selected contractor will also be required to review, update, and harmonise technical specifications for construction with the first (right) track of the new railway line, which is currently under construction. They will also need to prepare all necessary stages of design documentation for obtaining a building permit and for the execution of water infrastructure along the route of the parallel left track.

The second phase covers activities during the construction phase. This includes design supervision throughout the entire construction period, potential updates to the BIM model during construction, preparation of an as-built BIM model with associated documentation of the completed works, and preparation of a unified emergency response and protection plan.
