Change in the allocation of the remaining work among the consortium partners on the Second Track

STATEMENT FOR THE PUBLIC BY YAPI MERKEZI

Yapi Merkezi, a partner in the consortium responsible for the construction of the second track of the Divača–Koper railway line, is aware of the challenges faced in completing Slovenia’s largest infrastructure project. Delays in the issuance of work permits and unforeseen geological conditions have affected the financial stability and operational efficiency of the project’s implementation, and consequently also the ongoing operations of Yapı Merkezi.

Yapı Merkezi is not withdrawing from the project. Due to the aforementioned challenges, the company has decided to modify the distribution of the remaining scope of works. At the same time, the company firmly rejects inaccurate information regarding its alleged withdrawal from the project. Yapı Merkezi will remain in Slovenia until all contractual obligations have been fulfilled, thereby contributing to the successful completion of the project.

Despite the challenges, Yapı Merkezi remains committed to completing the project. To this end, discussions are already underway regarding changes to the allocation of the remaining works. The company is coordinating with Kolektor CPG, the lead partner in the consortium, on the transfer of additional tasks. Consequently, Yapı Merkezi will reduce its scope of works in Tunnel T2, with these works to be taken over by Kolektor CPG. At the same time, discussions are ongoing with subcontractors and suppliers regarding the restructuring of financial obligations in order to ensure stability and the continued timely execution of works. Final agreements with subcontractors and suppliers are expected to be concluded within a few weeks.

The result of these measures will be a more efficient allocation of resources among project stakeholders, reduced operational risks, and the high-quality and timely completion of the remaining works. Yapı Merkezi remains committed to implementing the project within the agreed time and financial framework.

Following the successful submission of bids for both sections of the project, the consortium companies began tunnel excavation works in September 2021. Through careful organisation and planning, works commenced simultaneously at eight access points, enabling faster progress across nearly 40 kilometres of planned tunnels. Excavation works were successfully completed in October 2024, without major accidents or safety incidents.

The works are currently continuing with the concreting of the tunnel inner linings, with activities taking place simultaneously at multiple locations in order to meet the project’s timeline objectives. Based on the quantity of concrete used, approximately 80% of the works have currently been completed, while the remaining works account for less than 15% of the total contractual value.
