The Second Track project has not become more expensive, 2TDK rejects false claims

Claims published in certain media outlets (Nova24, Demokracija, moja-dolenjska.si), stating that the Second Track project has increased in cost by approximately 20% and that its current value amounts to €1,353 million, are not true.

The Second Track project is also being mentioned in connection with cost increases of other railway projects (Jesenice station, Nova Gorica, Borovnica), where total overruns of €669 million are cited.

False media claims:

The first investment programme for the Second Track project was adopted in 2019 and valued the investment at €1,150 million. The current estimate of the investment, which is nearing completion, stands at €1,109 million. This represents a 3.5% decrease (or €41 million less) compared to the original 2019 investment programme.

The Second Track project is also, at the European level, one of the few railway projects that has not experienced cost overruns despite several years of construction and various external factors (COVID, the war in Ukraine, the energy crisis, inflation). Not only has it not become more expensive, it has also secured €112 million more in EU grant funding than initially planned. These additional EU funds reduce the burden on the national budget and further confirm the efficiency of project management.

Publishing inaccurate information about the Second Track project contributes to the spread of misconceptions. Several independent audit and supervisory procedures have been carried out on the project. In 2025 alone, three were conducted: an audit by the European Court of Auditors, a review by the CINEA agency, and an inspection by the Budget Supervision Office. None of these procedures identified any irregularities in the operations of 2TDK or in the implementation of the project.

The facts clearly show that the Divača–Koper Second Track is not more expensive than the originally approved investment programme; on the contrary, it is being completed below the planned value. It therefore remains one of the largest infrastructure projects in Slovenia, implemented efficiently, responsibly, and without cost overruns compared to the original investment programme, despite extremely challenging global conditions.
