The application for the issuance of an integrated building permit for the parallel left track has been submitted

Company 2TDK has submitted an application for the issuance of an integrated building permit for the parallel left-track project on the Divača–Koper railway line. The left track will run alongside the right track, which has already been constructed, while the procedure for obtaining the integrated building permit will be managed by the competent ministry. The submission of the application represents an important milestone in the preparation of the project, as the integrated building permit combines the documentation required for obtaining a building permit and the environmental impact assessment, both of which are key prerequisites for the commencement of construction.

As part of the parallel left-track project, several new structures will need to be built. These include the Gabrovica Viaduct (V1L), the Vinjan Viaduct (V2L), and the Glinščica Bridge, which will be located alongside the existing bridge structures of the right track. In addition, new tunnel tubes will be constructed: Tunnel T1A, measuring 80 metres in length; Tunnel T3–6L, which will be 3,200 metres long; and Tunnel T7L, which will extend just over one kilometre. The longest tunnels along the route have already been constructed as part of the right-track project and currently serve as service tunnels pending the start of construction of the parallel left track.

The publication of a two-stage tender for the contractor responsible for the construction works is planned for the end of 2026. Construction is scheduled to begin in 2027, following the issuance of the integrated building permit. All works are expected to be completed by 2030.

Commenting on this important milestone, Matej Oset, General Manager of 2TDK, said: “2TDK became the investor responsible for the left-track project at the end of 2024, and we are now already submitting the application for the integrated building permit. The parallel left track will provide additional capacity, greater reliability, and improved long-term efficiency of rail transport along one of the country’s most important infrastructure corridors. We are preparing the project carefully, taking into account technical, spatial-planning, and environmental requirements, as we aim to continue implementing the project responsibly and professionally in its next phase as well.”

Marko Brezigar, Director of 2TDK, emphasized that the parallel left track will enable the full potential of the new railway line to be realized: “The parallel left-track project is a logical continuation of the investment, as the right track is currently in the process of obtaining its operating permit. With the left track, we will create a high-capacity double-track railway line that will support the Slovenian economy and reduce the number of trucks on the roads. The most challenging part of the project is expected to be the construction works in the Glinščica Valley. This is a difficult-to-access area with limited space for construction activities and is also an environmentally highly sensitive location. During the construction of the right track, slope movements were detected above Tunnel T1 Koper, and stabilization measures are already being implemented in the area.”

The parallel left-track project represents an important step in the further development of the railway connection between Divača and Koper. The double-track line will create the conditions necessary for continued growth in rail freight transport and for the further development of the Port of Koper as a key logistics hub in the region.
