The Act on Amendments to the Act on the Construction, Management and Administration of the Second Track of the Divača–Koper Railway Line (ZIUGDT-A) was published in the Official Gazette of the Republic of Slovenia in issue 95/2024 of 8 November 2024. The Act enters into force on the 15th day after its publication, i.e. on 23 November 2024. The amendment to the Act enables the construction of a parallel track and grants the company 2TDK, Družba za razvoj projekta, d.o.o., the status of investor for the left track as well. The amendment to the Act envisages the elimination of the possibility of participation of other countries in the ownership and management of the company 2TDK and in the ownership of the second track facilities. The amendment to the Act also stipulates that after the start of operation of the parallel left track, a part of the existing line between Prešnica and Dekani will be abandoned.
The Regulation on Amendments and Supplements to the Regulation on the National Location Plan for the Second Track of the Divača–Koper Railway Line was published in the Official Gazette No. 92/2024 of 25 October 2024. It entered into force on the fifteenth day after publication, i.e. 9 November 2024.
The right track is already being implemented in accordance with the building permit based on the Regulation on the DLN for the second track of the Divača–Koper Railway Line.
By law (ZIUGDT-A, Official Gazette of the Republic of Slovenia, No. 51/18, 95/24), the company 2TDK, Družba za razvoj projekt, d.o.o., as the investor, is responsible for the construction and management of the second track of the Divača–Koper Railway Line. The double track represents the right track, which is already under construction, and the parallel left track, which is in the planning phase. Amendments and supplements to the current Regulation on the DLN for the second track of the railway line on the Divača–Koper section (Official Gazette of the Republic of Slovenia, Nos. 43/05, 48/11, 59/14 and 88/15, 92/24) plan the arrangements necessary for the construction of a full double-track line on the Divača–Koper section. The parallel left track is, in accordance with the current regulation, placed parallel to the right track in the same corridor with all facilities and interventions necessary for the operation of the left track.
The law stipulates that on the day of taking over the investment, the company 2TDK, Družba za razvoj projekta, d.o.o., shall begin all procedures for the preparatory work for the construction of the left track, including obtaining the necessary financial resources.
